Crewe Cable Laying

Here we have a photograph of a cable gang laying earthenware ducts in a very shallow trench on a bridge.
I would guess that the bridge is one over a railway line, of which there are many in and around Crewe.
It could be a pre-war scene or maybe 1940s or early 50s. Any thoughts?
